mysql> GRANT ALL PRIVILEGES ON *.* TO 'test'@'localhost' IDENTIFIED BY 'testpw' WITH GRANT OPTION;
mysql> GRANT ALL PRIVILEGES ON *.* TO 'test'@'%' IDENTIFIED BY 'testpw' WITH GRANT OPTION;
mysql> flush privileges;

설명
text라는 유저를 만들고 localhost(루프백), 모든 접근을 허용한다,
비밀번호는 testpw, 모든데이터베이스와 테이블(*.*)에 모든 권한을 위임한다.

ps. 직접 user, host 테이블 값을 수정해도 된다.
